IFA Hotels & Resorts (IFAHR) has announced Zimbali Vision 2030, a long-term planning framework that outlines proposed future developments on KwaZulu-Natal’s North Coast in South Africa. Plans include two major projects: the Zimbali Marina and the Zimbali Country Estate.

The framework sets out a 20-year outlook and builds on the group’s existing developments in the region, including Zimbali Coastal Resort and the Zimbali Lakes Resort, which is currently under construction.
The Zimbali Marina concept aligns with national marine-economic objectives and sets out plans for a coastal precinct intended to support tourism, leisure, fishing, commercial activity and hospitality use.
Within the marina proposal, a breakwater structure has been included to change how a stretch of coastline is managed, including the formation of a beach area and measures to address shoreline stability and environmental conditions.
Studies of the Othagathi River, Begota Stream and nearby estuarine systems have highlighted ecological challenges in the area. In response, the plan includes measures such as estuary rehabilitation, pollution control, improved water quality, biodiversity protection and continued engagement with environmental and municipal authorities.

Zimbali Vision 2030 also includes the proposed Zimbali Country Estate. Scheduled for launch in early 2026, the estate is expected to introduce about 1,000 residential opportunities, ranging from one-hectare Gentleman’s Estates and farm-style plots to smaller residential sites.
Located across the N2 highway from Zimbali Lakes, the country estate is planned as an agriculture-focused precinct designed to support sustainable land use within an estate environment.
Together, Zimbali Marina and Zimbali Country Estate would expand IFAHR’s investment in KwaZulu-Natal from R30 billion to an estimated R50 billion (about $1.8 billion to more than $3 billion USD).

Werner Burger, CEO of IFAHR South Africa, said: “Zimbali Vision 2030 represents the convergence of global expertise and local ambition. We are introducing international design, infrastructure and lifestyle concepts to South Africa, many for the first time in KwaZulu-Natal, and in some instances, the first in Africa. Our goal is to set a new benchmark for sustainable estate living, where innovation, environmental sensitivity and meaningful community impact coexist.”
IFAHR said the vision, together with existing developments, could support about 40,000 direct and indirect jobs over time, with a focus on local labour and skills development.
IFAHR has emphasised that Zimbali Vision 2030 is not an application or an approved development. Speaking during a recent podcast discussion, Neil Cocker, vice-president of operations at Zimbali Lakes, and sales and marketing manager Dave MacGregor said the marina and country estate remain at an early stage, with discussions still at a preliminary level.
