Greenleaf Capital has submitted a revised proposal to redevelop Tierra Verde Marina in St. Petersburg after withdrawing its earlier application in November 2025. The new submission presents a smaller redevelopment plan and proposes the project as a single phase.

According to a report by Aaron Styza for St. Pete Catalyst, the updated proposal reduces the scale of boat storage at the marina. The earlier proposal included four dry-rack storage buildings with capacity for 711 vessels, but the revised application proposes two dry-rack buildings with 173 spaces. The marina would have about 500 dry storage spaces.

The height of the proposed buildings has also been reduced. Earlier plans included structures reaching 90ft (27 metres), while the updated proposal limits them to 72ft (about 22 metres).

The plan also includes a new marina office and a three-storey pavilion. The building would house a restaurant with balcony seating on the second floor, a bar on the third floor and about 1,250sqft (116 sqm) of retail space.

The plan would upgrade fuel facilities for boats, install new stormwater systems and increase dry retention capacity with a new drainage design.

The redevelopment proposal was first introduced in March 2025 and was initially scheduled to go before the St. Petersburg Development Review Commission in October. The review was later rescheduled to December, but the developer withdrew the application after months of objections from local residents.
