The Rec Park Commission unanimously approved the concept design for the marina improvement and remediation project at the San Francisco Marina Yacht Harbor on 16 April 2026. The project will now proceed to detailed design, with construction expected to begin in mid-2027.

Described as the oldest recreational marina operating in San Francisco, the marina covers about 35 acres and is divided between the East Harbor, known as Gashouse Cove, and the West Harbor.
East Harbor provides fuel services, berths and access to parkland with public restrooms and parking. The West Harbor is home to the St. Francis Yacht Club and the Golden Gate Yacht Club, as well as the harbourmaster’s office, parkland, a concession stand and parking areas.
The concept design for the marina includes renovated docks, electrical upgrades and a visitor dock. The project also includes breakwater works across the site, with a new structure on the western side and repairs and extension to the existing breakwater on the eastern side.
Also addressing contamination in the harbour area, the wider project covers impacts from a former manufactured gas plant previously operated by a predecessor of Pacific Gas and Electric Company (PG&E). Elevated levels of polycyclic aromatic hydrocarbons were found in sediments and soils.
In 2021, the city and PG&E agreed on funding and terms for the clean-up and redevelopment of the site under a board-approved settlement. Planned works include dredging, removal of affected material and placement of protective layers, along with shoreline measures to limit exposure.
The design also introduces improvements for public use, including an accessible dock with a kayak launch, upgrades to the Bay Trail and additional open spaces such as lawns, picnic areas and volleyball courts. A shallow water basin is also planned to support non-motorised activities.
The project budget is set at $190 million USD. PG&E will fund the work as it progresses, while the city will repay a portion through marina revenue over time, beginning three years after construction is completed.
Initial work will focus on remediation, shoreline improvements and breakwater construction, followed by marina reconstruction. Parts of the site are expected to open in stages between 2028 and 2030.
