A planning disagreement between Queensway Quay Marina and the Cormorant Camber Boat Owners Club in Gibraltar is continuing after approval was granted for an expansion next to the marina, with Queensway Quay now considering legal action following unsuccessful talks between the two sides.

According to GBC News on 30 April 2026, the situation follows a decision by the Development and Planning Commission to approve the club’s plans to expand, including the addition of 19 berths, with six members voting in favour, four against and one abstaining.
The proposal had been under discussion for more than a year and focused on access and navigation within the water space between the two neighbouring sites.
Queensway Quay Marina, located on the western side of the bay behind the outer mole in Gibraltar, has said the approved layout would extend into waters used for vessel manoeuvring, which raises safety concerns and could affect vessel access within its operating area.
Its legal representatives are now considering whether to seek a judicial review of the decision or to engage with land property services regarding lease boundaries and rights over the water.
The Cormorant Camber Boat Owners Club is located at the end of the marina, within a government-owned water area between its existing berthing space and the Queensway Quay residential development. The club has said the expansion aims to meet demand for berths among its members and has disputed claims that the plans would interfere with existing marina use.
In a February 2025 meeting of the commission, it was noted that an earlier version of the proposal included an increase from 10 to 32 berths, with 22 additional berths planned within the same area.
