The City of Port Lincoln in South Australia is inviting community members and key stakeholders to help shape the future of Lincoln Cove Marina and the Billy Lights Point precinct, as early planning begins on a revised master plan.

Design firm Oxigen has been appointed to lead the development of the new plan, building on the “Port Lincoln Precincts Master Plan – Central Business District, Foreshore, Marina”, prepared from 2018-2020. The current focus is on the marina and coastal areas to the south-west, with an emphasis on improving functionality and guiding future use.
Lincoln Cove Marina plays a central role in Port Lincoln’s marine economy and lifestyle. The updated plan will assess how the area currently operates and explore opportunities to improve infrastructure and accessibility. Specific projects under consideration include a potential service wharf upgrade, a new community pontoon and improvements to the Parnkalla Trail.
Mayor Diana Mislov said, “The Lincoln Cove Marina is not only a key base for the fishing industry and a launch point for tourism charters – it also holds great potential to become a more attractive city destination. We want to hear from people who live, work and visit the area to help shape its future.”
The council is consulting with industries and operators based within the precinct while encouraging input from residents, businesses and recreational users. Feedback is being sought on what people value about the area, the challenges they face and what future changes they would support.
“Community input is vital to ensuring the Lincoln Cove Marina and Billy Lights Point Master Plan delivers long-term value and meets the needs of all users. This is a great opportunity for tourism operators, the fishing industry, residents and anyone who visits or uses the Marina and Billy Lights Point area to provide candid feedback and help shape the future of this key working and recreational precinct,” said Mayor Mislov.
A community drop-in session will take place on Friday, 11 July, from 12:00 to 15:00 at the Port Lincoln Leisure Centre Party Room. Attendees may visit at any point during the session to speak with the project team and share their views.
Submissions are also being accepted in writing from Thursday, 3 July, until Friday, 25 July 2025, at 10:00. The council encourages contributions through the online Engagement Hub at yoursay.portlincoln.sa.gov.au, or via email at yoursay@plcc.sa.gov.au.
A draft strategy will be prepared following the preliminary engagement. Once developed, the draft will be released later in the year for further public comment before being submitted to the council for adoption.
