The Port of Anacortes will upgrade Cap Sante Marina’s A-Dock through clean energy and infrastructure improvements designed to increase shore power capacity and support electric vessel operations. The project will move forward with material procurement following approval from the port commission on 16 July as part of the port’s planned waterfront improvements.

Under the Port’s Capital Improvement Plan, the A-Dock project will provide upgraded electrical infrastructure for tenants such as Arrow Launch Service, which is expected to operate two new zero-emission vessels currently under construction from the facility. The vessels will use the upgraded system for charging between missions and continue transporting people between ships, tugs and assigned anchorages.

As one of the first local ports doing this type of project to support commercial tenants, it is rewarding seeing this project get launched. The upgrades will facilitate our tenants as they transition to newer and cleaner technology and will make meaningful improvements at Cap Sante Marina.” 

Almost 90 percent of the design for the clean energy and infrastructure upgrades is complete, while permitting has been finalised. The port expects to seek construction bids in late summer or early autumn 2026, and most project work is expected to be completed by spring 2027.

The port has authorised $840,000 USD for material procurement, with most of the amount refundable through grants from the Washington State Department of Transportation and the US Environmental Protection Agency (EPA). The agencies are providing more than $1.7 million in grant funding for the project, including support from the EPA’s wider Clean Ports grant package for zero-emission equipment, clean air planning, infrastructure investment, community engagement and workforce opportunities across the Anacortes maritime sector.
