Kenwood Investments and Suntex Marina Investors have announced a joint venture to redevelop the Treasure Island Marina at Clipper Cove, marking the first new marina entitlement in San Francisco Bay in more than 25 years. The agreement, expected to close in the fourth quarter of 2025, will allow construction to begin in June 2026.

The redevelopment will replace ageing wooden docks with a 168-slip marina to accommodate sailboats, motor vessels and recreational users. The new facility will be built on wrapped steel guide pilings with floating docks designed to adjust to future sea level rise.
Unchanged since it received unanimous approval from the San Francisco Board of Supervisors in 2019, the project has already secured clearance from the Bay Conservation and Development Commission. The Treasure Island Development Authority began reviewing final approvals at its meeting on 8 October 2025.
Darius Anderson, Kenwood Investments CEO said: “This will be an incredible addition to the recreational features that are an integral part of the plan to make Treasure Island a true treasure in the Bay. We look forward to getting started on this project next summer with a goal of having the new marina open within one to two years.”
Based in Dallas, Texas, Suntex Marinas manages more than 95 marinas across 15 states, including 17 in California. The company acquired Almar Marinas, the long-time operator of the Treasure Island facility, in early 2024 and has managed the site since.

Kenwood Investments first secured exclusive rights to develop a new marina at Treasure Island in 2000. Construction is expected to proceed in phases, with most water-based work completed within one season. The full project is anticipated to transform Clipper Cove into a modern and environmentally sustainable facility for the Bay’s boating community.
Anderson stated: “We’re excited that we are at the finish line, after undergoing meticulous agency reviews as well as creating a design with the input of local recreational sailors and others. Kenwood is proud to be bringing Suntex Marinas to Treasure Island as part of our partnership and with their anticipated capitalisation we look forward to beginning construction next summer.”
