Mumbai Port Authority (MbPA) has opened bidding for the development and operation of Viksit Bharat Mumbai Marina at Mumbai Port in Maharashtra, India. The October 2026 tender seeks domestic and international bidders to develop the marina’s waterfront facilities and manage its operations under a 45-year public-private partnership concession.

Mumbai Port Authority

The selected concessionaire will develop, operate and maintain the marina’s proposed onshore facilities, including vessel storage, boat repair and maintenance yards, marina offices, an international sailing school and a marina club. Plans also provide for a hotel, tourism complex, regulatory offices, parking and staff facilities. The concessionaire will also operate and maintain the offshore marina facilities, starting with the 424 berths that the authority will construct and hand over under the first phase.

Overall, the marina is planned to accommodate 604 vessels, with the potential to increase capacity to 696 berths by rearranging the floating pontoons, subject to the concession agreement. The project covers approximately 7.3 hectares of land and 37.3 hectares of water area across three phases.

With an estimated investment of ₹922.67 crore (approximately $97 million), the project has a 45-year concession that allows three years for construction and a possible 30-year extension through a new tender. MbPA has scheduled a pre-bid meeting for 30 October 2026, ahead of the bid submission deadline on 15 December 2026.
