India’s Cochin Port Authority (CoPA) has invited expressions of interest (EOI) for a proposed marina development at the Q4 Extension Area of Mattancherry Wharf in Kochi, with submissions open until 15 May 2026.

The authority is seeking interest from experienced developers and operators for a public-private partnership (PPP) project focused on leisure boating and marine tourism within Cochin Port’s inner harbour area.

CoPA stated that Kochi presents potential for marina development due to growth in cruise tourism, coastal tourism and recreational boating activity along India’s south-west coast.

The proposed marina site covers about 4.8 acres under the ownership and administrative control of CoPA. The location sits close to the city centre, Fort Kochi’s heritage tourism zone, cruise terminal facilities, hospitality areas and Cochin International Airport.

Plans for the marina include berths for yachts and leisure vessels, floating pontoons, gangways, marina utilities and shore-side facilities. The proposal may also include a clubhouse and other amenities permitted under existing regulations.

Under the proposed PPP arrangement, the selected private partner would design, finance, build, operate and maintain the marina during the concession period.

The authority invites applicants to suggest possible concession models, including lease-based arrangements, revenue-sharing structures, hybrid lease and revenue-share agreements, DBFOT concessions or minimum guaranteed revenue models. According to the notice, the concession or allotment period may extend up to 30 years.

The project will remain subject to statutory requirements, including Coastal Regulation Zone (CRZ) regulations, environmental laws, port safety standards and maritime operational rules. Responsibility for obtaining the required approvals before implementation would rest with the selected private partner.
