Feedback on the proposed Guaratuba Nautical Complex in Paraná, southern Brazil, will remain open to the public and interested businesses until 30 October 2026. The state’s department of planning (SEPL) extended the consultation deadline for a proposed 30-year private concession to develop and operate the complex, which would feature wet berths, dry storage and public waterfront facilities in Guaratuba Bay.

The consultation opened on 17 August 2026 and was originally due to close on 15 September. According to the Paraná government, the process covers draft tender documents for selecting a private operator through competitive bidding, based on the economic proposals submitted by interested companies.
Following the new Guaratuba Bridge project, the state government plans to redevelop land previously used for bridge construction and ferry operations. The proposed complex would have approximately 1.1 hectares of built space and provide 303 wet berths and 400 dry storage spaces to address a shortage of berths in Guaratuba Bay, as existing marinas are mainly operated by clubs and membership associations that offer more restricted access.
The site would also have a public waterfront area featuring shops, restaurants and a nautical school, plus a cycle path, car parking and a public boat ramp. Separate areas would accommodate the navy, fire brigade and military police, in addition to tourist information services and a control centre for the new bridge.

The government estimates that the project would require 110 million BRL (approximately $21 million USD) in private investment and generate 1,425 direct and indirect jobs during construction, followed by 695 during operation. As proposed, the state government would provide the land without additional financial contributions, and the selected private company would cover construction and maintenance costs throughout the concession period. The company would also pay the government a minimum concession fee of 1.4 million BRL ($275,000), plus 0.5 percent of the revenue earned from operating the complex.
Market dialogues are scheduled for 19-23 October 2026, and a public hearing is planned for the first half of November. The proposal will then go to the state attorney general’s office for review before proceeding to the governor and the Paraná state audit court. Authorities expect to hold the tender in the first half of 2027.
