Construction has commenced on Bali Benoa Marina, a full-service international yacht facility under development in Bali, Indonesia. The project, jointly developed by PT Marina Development Indonesia (MDI) and PT Pelabuhan Indonesia (Pelindo), officially broke ground on 22 May 2025. Part of the Bali Maritime Tourism Hub master plan, the marina is intended to serve as a gateway for regional superyacht travel, supporting national efforts to diversify tourism and strengthen coastal economies.

Indonesia’s Ministry of Tourism has identified Bali Benoa Marina as part of its broader strategy to shift from mass tourism to experience-led and sustainable travel. The initiative forms part of the country’s maritime tourism roadmap, which seeks to expand marine infrastructure and attract international yachting communities.
Minister of Tourism Widiyanti Putri Wardhana stated: “The development of Bali Benoa Marina marks a pivotal moment in Indonesia’s transition toward upscale, sustainable tourism. By embracing world-class marine infrastructure, we are not only enhancing our appeal to global yachting communities but also creating new economic opportunities for our coastal regions.”
The marina’s development will take place in four phases. The first phase, scheduled for completion in the fourth quarter of 2025, includes Dock B with 40 berths, operational utilities and a welcoming station to begin pilot operations. Phase two, planned for the second quarter of 2026, will introduce full technical services such as vessel maintenance, repair workshops, fuelling systems and docking support.
The third phase, set for the third quarter of 2026, will expand the marina to 180 berths, accommodate yachts up to 90-metre, and feature customs and immigration clearance, provisioning services and integrated digital booking systems. The final phase, targeted for the fourth quarter of 2027, will complete the waterfront business zones with food, beverage and retail outlets, yacht sales offices, incentives, conference and exhibition venues.

The comprehensive master plan covers a 3.3-hectare waterfront development designed by international architects 2M Design Lab, working closely with Dr. Eng. Ir. I Wayan Kastawan ST, MA, MDI’s spiritual architectural advisor. The design follows the Balinese philosophy of Sad Kerthi, which emphasises spiritual purification, forest and water conservation, ocean preservation, human development and universal balance.
The waterfront will feature a hospitality zone with meeting and exhibition facilities, a retail promenade showcasing both local and international brands, and a lifestyle and events hub including food outlets alongside marine lifestyle experiences. I Nyoman Giri Prasta, Vice Governor of Bali, stated: “The success of this development will be measured not only in numbers, but in how well it upholds Bali’s traditions, empowers our people and brings long-term value to the island.”
Bali Benoa Marina is designed to meet international superyacht standards by utilising floating concrete pontoons engineered by SF Marina of Sweden. The pontoons provide structural integrity, wave attenuation and durability suitable for tropical marine environments. SF Marina Indonesia manages the manufacturing, assembly and installation under direct supervision from the Swedish team.

The marina will also be equipped with dockside utility pedestals supplying electricity and freshwater, managed remotely via the SmartPlus Cloud web-based system, provided by Plus Marine of Italy. Discover Luxury Indonesia (DLI) will oversee quarantine, immigration, customs and port protocols, along with provisioning and crew logistics. DLI will also curate yachting routes and guest experiences throughout Bali and the Indonesian archipelago to facilitate clearance and services.
The Port Authority, KSOP Benoa, is responsible for maritime safety, vessel traffic management and port clearance. Aprianus Hangki, Head of the Port Authority and Harbour Class II Benoa, stated: “Our mandate is to uphold international safety and clearance protocols so that every yacht entering Indonesian waters is backed by efficient clearance and navigational safety whilst following the local regulatory compliance.”
The project is expected to create more than 3,000 direct and indirect jobs, spanning roles in marina operations, marine technical services, hospitality and digital support. As the phased construction progresses through to 2027, Bali Benoa Marina aims to deliver cultural, economic and environmental benefits, contributing to Indonesia’s broader goals of enhancing its marine tourism infrastructure and positioning the country as a regional destination for yachting.
