The Development Bureau of Hong Kong has submitted a proposal document to the Southern District Council that outlines plans for a 200-berth marina at the expanded Aberdeen Typhoon Shelter, along with supporting facilities, changes to nearby sites and residential development. The proposal is scheduled for discussion at a council meeting on 27 March.

The proposal follows views gathered from earlier discussions with the council in March and September 2025, as well as feedback from an expression of interest process held from 24 January to 24 April 2025, which drew eight submissions from local and overseas parties.

Under the plan, the marina would cover about 11 hectares of water and accommodate around 200 vessels of up to 50 metres in length. The proposal states that the area is considered suitable within the Southern District, near Ocean Park and within reach of Lamma Island and Stanley.

The proposal also includes about 1.16 hectares around the Po Chong Wan Temporary Industrial Area for land-based facilities, including food and beverage outlets, vessel supplies, basic repair services and parking.

The site currently has 91 short-term tenancies, with site visits in February 2026 showing that about 25 percent to 35 percent of tenants remain in operation.

Tenants are expected to vacate the site around the end of the year, with at least six months’ notice. Some may be assisted in relocating to other areas, including a government site on Tin Wan Praya Road.

A residential section of about 250 units is included in the proposal, with a total floor area not exceeding 4.64 hectares. At least 8,800sqm would be reserved for marina-related uses, and building heights would be limited to 130 metres.

The plan also includes opening the existing Po Chong Wan breakwater for public use, along with a new eastern breakwater with landing facilities and a pedestrian walkway linking to the promenade near Ocean Park Water World.

It would also affect existing marine users, including 14 private moorings and 12 fixed vessels used as landing pontoons, with relocation expected to be completed by the end of 2026.

The government aims to begin rezoning procedures in the second quarter of 2026, alongside other required approvals. Subject to these processes, a tender for the project is expected in the first half of 2027.

Work to expand the Aberdeen Typhoon Shelter was tendered in November 2025, with completion targeted for 2030.
